Machine config operator failed to apply the rendered machine config on the respective Machine Config Pool | RHOCP 4

Issue

• Machine Config Pool (MCP) was stuck in between and unable to apply the rendered machine config on all the nodes
• Machine config daemon pod is failing to drain the node due to a conflict in the Pod Disruption Budget(PDB) and the maxUnavailable setting for the MCP
• MCP and nodes are marked as degraded as they are failing to drain the node while applying the rendered-machine-config-pool
