Importing incremental content export in syncable format failing due to missing metadata file

Issue

Generating an incremental export with syncable format, generates an export with a missing file on the repodata directory when the repository contains a product id file.

This then causes the import to fail with an error similar to:

Error: A sub task failed

The task that failed was the Synchronize repository 'Red Hat Ansible Engine 2 for RHEL 8 x86_64 RPMs'; product 'Red Hat Ansible Engine'; organization '<ORG>'

[Errno 2] No such file or directory: '/var/lib/pulp/imports/<ORG>/<CV>/<VERSION>/<DATE_TIMESTAMP>/content/dist/layered/rhel8/x86_64/ansible/2/os/repodata/7034ae03-a219-4911-9337-2118fa5768e8'
