When upgrading from TLSv1.2 to TLSv1.3 in a Java environment, performance degradation can occur with both the JDK TLS provider and the OpenSSL TLS provider. In particular, throughput can be lower and response time can be higher with TLSv1.3 compared to with TLSv1.2.
