scanner and collector unable to start after manifest-based installation

Issue

Scanner and Collector are unable to start due to ImagePullBackoffor ErrImagePull after manifest-based installation of the Secured Cluster Services. For example, kubectl describe pod for the Sensor pod may show

Failed to pull image "quay.io/rhacs-eng/main:4.0.0": rpc error: code = Unknown desc = failed to pull and unpack image "quay.io/rhacs-eng/main:4.0.0": failed to resolve reference "quay.io/rhacs-eng/main:4.0.0": pulling from host quay.io failed with status code [manifests 4.0.0]: 401 UNAUTHORIZED

or

Failed to pull image "quay.io/rhacs-eng/main:4.0.0": rpc error: code = NotFound desc = failed to pull and unpack image "quay.io/rhacs-eng/main:4.0.0": failed to resolve reference "quay.io/rhacs-eng/main:4.0.0": quay.io/rhacs-eng/main:4.0.0: not found
