HA service stopped after successful second start locally

Issue

• A service is started on a node with central_processing disable. The service fails to start cleanly. Then it goes into recovery, but recovery fails because there is no node in fail-over domain for it to relocate the service to. Then it tries to restart locally again, this time service is able to start cleanly. After it starts cleanly the second time, it then stops the service.
