Unable to view the build time image scan results with Analyst role with Cluster Scope in RHACS

Issue

• Analyst roles are not able to see the build-time scan results for images that are not deployed in the cluster yet via pipeline. After providing the unrestricted scope to the role users can view image results but along results for other clusters as well.
• On the "Images" page in the RHACS GUI, a user with Unrestricted access scope will see all active and inactive images, i.e., those, currently not used in any connected Secured cluster. However, if the scope changes to something else, including a scope covering all connected Secured clusters, inactive images are filtered out.
