Issue
- groupadd in the container fails with "groupadd: /etc/group.NN: lock file already used" and "groupadd: cannot lock /etc/group; try again later." erorr.
- podman build fails with "Error: error building at STEP "RUN groupadd -g 2000 test": error while running runtime: exit status NN" error.
