After upgrading to 4.11.x, node status is notReady, when a node is added to the cluster

Issue

• Adding a new node to the cluster, but the node is not coming up due to network issues.

• Node not ready, co is regarded:

omc get  nodes |grep -i notready
test-01.example.com   NotReady   worker    25m    v1.24.11+af0420d

• Network operator down.
