Issue

• RHOCP Clusters on AWS with manually maintained credentials, the message Upgradeable annotation cloudcredential.openshift.io/upgradeable-to on cloudcredential.operator.openshift.io/cluster object needs updating before upgrade is shown for the cloud-credential cluster operator, for both CLI and Web Console:

• In the case of EUS-EUS upgrade (eg 4.14-4.16 when available) does this process need to be completed twice? Once for 4.14-4.15 and then again from 4.15-4.16?
