How to configure value for nova scheduler max_attempts parameter using tripleO

Issue

Set [scheduler]/max_attempts parameter in the nova.conf on Controller nodes through tripleo-heat-templates.
The default value of [scheduler]/max_attempts parameter for nova scheduler is 3 and need to increase it to some higher value say 10.
