VMCannotBeEvicted alert received in OpenShift 4

Issue

The monitoring stack is firing the alert VMCannotBeEvicted, however, the VirtualMachine referenced in the alert should never migrate as it is using a local-disk Persistent Volume Claims (PVC) or local hardware passthrough.
