"Out of compliance" error when using Red Hat Ansible Automation Platform, Premium (On-Demand, Enablement) on ansible automation platfrom.

Even after having added the manifest of Red Hat Ansible Automation Platform, Premium (On-Demand, Enablement) .customer facing the issue of "Out of compliance"

However, the "instance_count" within the actual manifest is 1 for the "on-demand" entitlement, so Controller will think they can automate against a single host.So when more than 1 hosts at put to use it be marked as 'out of compliance'.
