nova_libvirt container keeps restarting and unable to delete and recreate it

Issue

• Recreating the container following these steps [1] did not work, as it failed on this error [2]

# podman rm -f --storage nova_libvirt

# paunch debug --action run --file /var/lib/tripleo-config/container-startup-config/step_3/hashed-nova_libvirt.json --container nova_libvirt --managed-by tripleo-Controller --config-id tripleo_step3
