What's the difference between 'oc tag' and 'oc import-image'?

After reviewing the OpenShift documentation, I am still confused on when to use oc tag and when to use oc import-image.
What's the difference between oc tag and oc import-image and when should I use either of the commands to manage ImageStreams?
