MachineHealthCheckUnterminatedShortCircuit firing for already removed MachineHealthCheck in OpenShift Container Platform 4

Issue

• The mapi_machinehealthcheck_short_circuit metrics used in MachineHealthCheckUnterminatedShortCircuit alert is not properly reconciling it's state, as it will continue to report unealthy Machines for MachineHealthChecks that were previously removed.
• We had observed recently that we received an alert for the MachineHealthCheckUnterminatedShortCircuit for machinehealthcheck/machineset/autoscaler that is currently not available in the cluster.
