RHV: Virtual Machine starts with a inactive/deactivated disk after doing a hot-plug shortly followed by a shutdown
Issue
- Virtual Machine starts with recently hot-plugged disk deactivated
- Hot-plugging a disk and immediately shutting down a VM leaves the disk deactivated on next power up.
