RHV: ovirt playbooks do not respect specified cluster
Issue
- ovirt_vm is creating VMs on a random cluster, not the specified one.
- search via REST API as normal user returns all entities, not just searched one
Environment
- Red Hat Virtualization 4.4 SP1
- rhvm-4.5.3.2-1.el8ev.noarch
- Playbooks login to RHV as normal type user, not admin.
