New instances are not getting DHCP address

Issue

• New instances that are spun up across multiple projects are not getting DHCP addresses assigned to instance so instances are not accessible. Existing instances that had an address are still accessible. dhcp agent on neutron server has been restarted but problem persists.
• quantum-dhcp fails to assign IP address
• neutron-server fails to schedule network
