Failovers of a HA Octavia LB may results in Loss of traffic to the LB randomly

Issue

• When HA octavia is failover, sometimes the member server cannot be accessed via VIP of load balancer.
• The amphora instance can communicate with the member server without any problem, but the FIP of the load balancer cannot communicate with the amphora instance.
• Failover of the load balancer is completed successfully.
• All resources associated with the load balancer are normal.
