How Do I Enable Support for Broker Scale-Up and Scale-Down In The AMQ Resource Adapter

Issue

We are running the AMQ Resource Adapter in JBoss EAP as a client for an external AMQ broker cluster. The problem we are seeing is that when broker nodes are brought down, we are not seeing the connections fail over to the remaining broker nodes, even though we have the ha and useTopologyForLoadBalancing attributes configured to "true" in the resource adapter configuration. How do we enable rebalancing of connections when the broker topology changes?
