How to install RHEL rpms inside the UBI continers using host subscription

Issue

Yum cannot download and install RHEL RPMs from RHEL repos inside the UBI container even base host has a valid subscription.
Error

  RUN yum -y install foomatic
  No match for argument: foomatic
  Error: Unable to find a match: foomatic
