Issue

Upgrade to disconnected Satellite 6.10 fails.
I created a local repository with RHEL7 and Satellite 6.10 ISO images.
However, the upgrade fails due to package dependencies.

# satellite-maintain upgrade run --target-version 6.10 --whitelist="repositories-validate,repositories-setup"
