Received Insights recommendations for NTP services although ntpd service is disabled

Issue

• Rule NTP_TINKER_PANIC being triggered for systems having ntpd disabled and only chrony running
• NTP configuration checks being performed by case portal sosreport analyzer even when ntp service is not in use which may be confusing.
• Uploading sosreports to the case portal gets KCS recommendations for NTP services although ntpd is disabled and only chrony running/enabled.
