gnome-screenshot doesn't work without GNOME Shell with Wayland backend

Issue

  • After switching our workload to mutter and Wayland, gnome-screenshot produces just a black rectangle when called from another shell in the background.

Environment

  • Red Hat Enterprise Linux 8.5
  • Bare mutter environment (without GNOME or GNOME Shell)
  • mutter using Wayland backend
