Snapshot image created with empty os_hash_algo and os_hash_value in metadata not allowing to edit snapshot image.

Issue

• Horizon dashboard enforces setting metadata on snapshot image edit.
• Snapshot image, created from an instance that was created with no volume, having empty os_hash_algo and os_hash_value in metadata. This creates confusion to end users and editing the image enforces either manually specifying or removing os_hash_algo and os_hash_value.
