Debug pod with a shutdown command causes OpenShift node to enter restart loop

Issue

• A shutdown issued via a debug pod was aborted and never logged completion so it went into an endless loop race condition.
• The master nodes reboot so frequently that the cluster is never available, and no 'oc' commands can be issued.
