VF link-state is by default "enable" instead of "auto"

Issue

  • The link-state behavior on the SR-IOV VFs is different in RHOSP 16 compared to OSP 13
  • After upgrading from RHOSP 13 to RHOSP 16.1, preexisting SR-IOV ports with link-state auto are now set to enable or disable instead of auto.
  • This causes issues with state propagation and can impact communication and bonding.
