Why nmstate-webhook and virt-template-validator replicas are scheduled on the same node

Issue

• The nmstate-webhook and virt-template-validator have 2 replicas but both replicas are running on the same node.
• So, if the node becomes unavailable, the services go down although they have 2 replicas.
