camel-sap on Fuse on Karaf: why do the SAP JARs need to be installed at the JVM level, and not as bundles?

Red Hat documentation for using the camel-sap component recommends installing the proprietary SAP JARs in the Karaf lib/ directory, and not as if they were OSGi bundles. Why is that? Can they not be installed using the wrap: protocol?
