Enable custom routes when network starts, or services can fail

If a service (such as ntpd) requires static network routes for that service to start properly, those routes should be enabled BEFORE the service is launched. For that reason, you should not enable static routes in the /etc/rc.local file (which is one of the last start-up scripts to run when RHEL starts).
