RHV - OVA export fail occasionally, with an incomplete artifacts directory warning

Issue

Exporting an OVA fails on occasion, during the Pack OVA stage of the export.

In /var/log/ovirt-engine/ansible-runner-service.log the following is logged:

2022-02-23 03:09:05,204 - runner_service.services.playbook - WARNING - Status Request for Play uuid '41d29ae4-9449-11ec-8ee3-0cc47a078176', found an incomplete artifacts directory...Possible ansible_runner  error?
