ptp-operator system Clock and PHC will not Sync to PTP Leader Clock in RHOCP 4

Issue

• The PHC on the NIC is not going in sync with the Leader (Master interface).
• Larger RMS/offset values in the PTP hardware when compared with Master
• Ordinary clock device configured as slave presents constant offset from the Master clock

• Offset in PTP hardware time being synced from master of ~30 sec:
