AWS EBS CSI Driver is not the Default Driver on Install
Issue
- Install clusters using the CSI driver so migration will not have to be done later
- The migration tool from the in-tree driver to the CSI driver is still beta.
Environment
- Red Hat OpenShift Container Platform (OCP) 4.9
- Deployment on Amazon Web Services (AWS)
- Using Elastic Block Store (EBS) devices
- The EBS CSI (Container Storage Interface) is no longer beta, i.e. Generally Available (GA)
