Considerable amount of SITE_UNREACHABLE events in heap in RHDG 8

Issue

When we experience a network related event that impacts connectivity between DG sites, the system triggers a SITE_UNREACHABLE event across the two sites.
This event does not contain information of what message originated it, causing an iteration over all pending messages and aborting the ones going to the affected site, where the messages are sent per request and need to be processed
This causes a higher amount of threads and CPU utilization, which is what triggers the OCP platform to be throttled Connection.Receiver gets those messages and spike processing them.
