Accessing a Service with externalIP does not work via EgressIP

Issue

• When trying to access a Service that is exposed via an externalIP from a namespace that has an EgressIP configured, this times out:

  sh-4.4$ curl 10.140.100.75:8080 --max-time 5
  curl: (28) Connection timed out after 5001 milliseconds
  

• Accessing a certain Service from a namespace with EgressIP does not work.
