RHEV/RHV hypervisors get fenced or are Non-Responsive even though they have network connectivity

RHEV hypervisors are getting fenced even though network connectivity is normal

After a network outage, RHEV-M will fence hosts in the environment due to Power Management configurations, or hosts will stay in Non-Responsive state even though VMs are running and are accessible.
