Jenkins Builds stuck in "New" status

Issue

• When using Builds with the JenkinsPipeline strategy, sometimes Builds are stuck in the "New" status. Why is that?
• Sometimes after a few minutes the Builds are starting, sometimes these Builds remain stuck in this status.

• The following error is shown in the log after running oc start-build ...:
