Web console hangs or becomes unresponsive for large clusters in RHOCP 4

Issue

• Web console page keeps waiting for the response.
• The UI page hangs and keeps on showing a blank page and browser shows memory usage spikes.
• The web console takes time to load and gives error for time out.
