How to allow firefox pop-ups for all users on the system?

Issue

• I can use the menu option in firefox to allow pop-ups on a user by user basis

Edit(menu) -> Preferences -> Content(tab) -> Block pop-up windows(checkbox)

• Is there any way to set this option globally in any file which affects all users of the system?
