HA router failover due to Controller reboots causing router stability issue

Issue

  • During the rolling reboot of the controllers, the HA routers failed over. this fail-over may cause long delay for many routers to be come active.
  • The HA router fail-over during controller reboot can cause significant stability issue if cluster has high number of HA router and many router many end of flapping between MASTER and STANDBY state.
