Can I Permanently set a rollout Plan to a WAR

Issue

• We need the below features

  • The ability to assign a rollout plan to a deployment that gets applied whenever a "deploy whatever.war --name=whatever.war --force" is done from the CLI.

  • The ability to assign/enter/manage a rollout plan in the Web Console for a deployment.
