Repository sync fails with error "Katello::Errors::Pulp3Error: relation "pulp_2to3_migration_pulp2repository" does not exist" after upgrading to Red Hat Satellite 6.10

Issue

• After the Satellite 6.10 upgrade, repository sync or deletion fails with following error

• Pulp 2 to Pulp 3 migration has been completed successfully and the Pulp 2 content was deleted after the cleanup command was executed.
