Files or artifacts from previous OpenShift install prevent new install from completing

Issue

• Provisioning fails for new OCP installation
• Trying to provision a new OCP 4.8 private cluster in an existing cloud environment, the bootstrap node & masters for the new cluster are running
• We can ssh into the bootstrap node, but receive a permission denied when trying to unable to ssh into the master nodes
• journalctl logs on the bootstrap server seem to indicate that the certificate expired on a date that corresponds to a previous attempt to provision a new cluster
