How to administer CUPS through Web but without command line access in RHEL?

Issue

I would like users to administer CUPS through Web UI (http://localhost:631); however, I would also like to restrict users from having complete command line access. In addition, users should be able to set their own password.

Environment

  • Red Hat Enterprise Linux (RHEL) 5, 6, 7, 8
  • Common Unix Printing System (CUPS) 1.3.7, 1.4.2, 1.6.3, 2.2.6
