Red Hat Ansible Tower does not download collections specified in requirements.yml when using a project of type 'Manual'

Issue

• Configured up a playbook with collections/requirements.yml, but when this is run via ansible tower no collections are downloaded
• When creating a project in Red Hat Ansible Tower using the source code management (SCM) type Manual, collections provided in collections/requirements.yml are not processed by Red Hat Ansible Tower
