RHV host is not rebooted after a soft fence attempt
Issue
- RHV Host is non responsive.
- Power management is enabled.
- A soft fence is executed and vdsmd is restarted in the host, but this doesn't bring the host up.
- A hard fence (reboot via power mangement) is never executed.
