Applying a Life Cycle expiration rule on a bucket in the primary site in Rados Gateway Multisite not properly set the rule to the secondary site

Issue

When creating and applying a new Life Cycle expiration rule for a bucket in a Rados Gateway Multisite cluster it is possible that the rule will not be successfully propagated to the secondary site when the rule is created on the primary site.
In this scenario the objects in the primary bucket will be expired and deleted but the secondary site will not expire and delete the objects.
