Setting up MultiClusterObservability does not find expected deployment

Issue

• After upgrading Red Hat Advanced Cluster Manager (RHACM) to 2.3.1 setting up MultiClusterObservability does not work as expected. When setting it up, the installation is stuck in progress, with the following messages:

  However the deployment in the namespace is named grafana not observability-grafana:
