unable to use cinder-backup service

Issue

• We tried to create a volume backup:

(overcloud) heat-admin@controller1~$ cinder backup-create --force --name fmcv_backup_volume 1772d321-484d-45b7-a967-c4b99b04cb4a
ERROR: Service cinder-backup could not be found. (HTTP 503) (Request-ID: req-52693cbb-0d07-425b-b508-85c658814144)

• Why is the service not running? Should we update the default cinder-backup.yaml template (or even better create a new one) with CEPH parameters and redeploy?
