Connecting with sieveshell to cyrus-imap results in error code 170
Issue
The Sieveshell does not allow the administrator to connect, error code 170 is provided to stdout:
# sieveshell --user=cyrus --authname=cyrus localhost
connecting to localhost
unable to connect to server at /usr/bin/sieveshell line 170.
